Add support for multiple GPG Keys

Description
When creating/Renewing GPG keys, old packages are not necessarily re-signed, so would be good to support multiple GPG keys (which is available in yum at least)

for deb this isn't needed as the Release files are signed for all packages with the new key directly. Only RPM sign packages themsleves, which means supporting multiple keys.
