Caching conf file results

Description
pb should cache read conf files in order to improve perfs. Especially during 0.9.8, the generation of build files is now longer and should be improved (reading way many conf files now has an impact)

Solved as of rev [898]. Build perf back to normal 0.9.7 times. This was due to the addition of conf files already existing thus creating a huge set of useless conf file.
