use cvs2cl,svn2cl ... to get the project changelog, and edit it as we branch to commit the real changelog we want to have. use the same under pbconf/pkg/deb for debian pkg info or pbconf/pkg/rpm for spec info and do that automatically. Differentiate between upstream hat and pkg maintainer hat.

There is a rcs2log command THere are svn2cl and cvs2cl packages (at least for Mandriva 2008.0)
