Provide a way to disable parallel build

Description
As a result of the bug #94 , I have to diable parallel building. However the only way I have to achieve this at the moment is by uninstalling parallel-ForkManager perl package.
Changing settings pbparallel in /etc/pb.conf as no effect.
I have tried setting the pbparallel to values like 0 or 1 without effect.

setting pbparallel to 0 or 1 works for me, by making pb serial again.
