Description
The rpm URL given to addrepo is not working when building a docker container

There was another issue now fixed in [2171]
Anyway, fossology just need one repo, so the first fix is in fact sufficient for this problem.

Should be fixed by rev [2169] as the EPEL URL was https based, and that scheme wasn't detected correctly
